Elastopole’s history

The main landmarks in the history of the cluster

Competitiveness clusters were first created in 2005, in order to add dynamism to the French economy, specifically through innovation. It was in a second wave of accreditations that the Elastopôle cluster was created in 2008 to bring together those involved in the rubber and polymers sector to focus on this objective.



The main landmarks in the history of Elastopôle have been as follows :

  • 2005 : A study on the needs and expectations of rubber conversion companies conducted by DRIRE Centre in the Centre region. Results of the study issued in January 2006.
  • January 2006 to June 2006 : Consideration given to setting up a competitiveness cluster for rubber and polymers - Application put together by the SNCP (Syndicat national du caoutchouc et des polymères) [national association for rubber and polymers] - The cluster project was given the name, "Elastopôle".
  • End June 2006 : Elastopôle application file submitted to the Prefect for the Centre region..

  • June 2006 to June 2007 : Examination of the Elastopôle application by government departments – Close contacts between the SNCP, DRIRE Centre and the DGE (forerunner of the DGCIS).
  • July 2007 : Elastopôle accredited as a competitiveness cluster by the inter-ministry committee for competitiveness in the regions presided over by François Fillon, the prime minister.
  • 12 September 2007 : Inaugural general meeting in Orléans - Administrative council appointed and an office established.

  • 7 January 2008 : Signature in Orléans in the presence of Hervé Novelli, Secretary of State for business and foreign trade, of the competitiveness cluster contract between the state, represented by the Prefect for the region and the signatory local authorities.
  • 7 August 2008 : Elastopôle’s accreditation renewed for the three-year period, 2009-2011.
  • 21 October 2008 : First Elastopôle meetings held in Orléans on the topic of Relations between Laboratories and Business.
  • 27 November 2008 : Presentation of Elastopôle’s 2009-2011 strategic development plan to the coordination committee representing those funding the centre.

  • 4 June 2009 : Signature in Orléans of the 2009-2011 performance contract by representatives of the state, local authorities and Elastopôle’s general meeting.

  • Early 2012 : Start of an assessment process for the national policy on competitiveness clusters and an assessment of each centre.
  • 28 June 2012 : Elastopôle general meeting held and presentation and assessment pre-report on the work done by Elastopôle as part of the second assessment of competitiveness clusters.
  • 30 August 2012 : Acceptance of the overall assessment report sent by the Ministry for Productivity Recovery. The Elastopôle cluster was among those deemed to be less effective and was invited to put in place a stringent action plan.

  • 2013 : Implementation of a stringent action plan covering several aspects : the preparation of a strategic road map, the growth of activity in the polymers sector in the west of the country in conjunction with the Polymers Technologies d’Alençon cluster (Basse Normandie),
  • End of 2013 : Approval by funders of the implementation of the stringent action plan as consistent with the objectives and the opening of the construction phase for a new performance contract for the period 2014 - 2018.

  • 2014 : Writting of the new performance contract and the strategic roadmap of the pôle.

  • 10 February 2015 : Siganture of the performance contract for the period 2014 - 2018, at RAIGI (Loiret, France).
  • 17 March 2015 : Election of M. Patrick MARTIGNY as President, succeeding M. Didier FEGLY.
